Population:
First of all: To grow a larger population you need to build cottages and upgrade them
They also need a job. To do that you need to build resource-sites by clicking the "city" menu upper right.

Be sure always having idle population (you find the number just right from your population-number).
If you need soldiers at any time the max. number of soldiers you can hire is your idle population - That actually makes sense :D
If your population is "downward" please be sure to lower your taxes. A great tax-rate is between 20-35%. The lower tax the higher loyalty AND the higher population.
If you want your to population to grow and your pop is stable, you just need more cottages.
Here's an example:
You have space for 16.000 pop and your pop is 10.000 and stable. You might have a high tax.
But if you want your pop to grow with the same tax-rate you just need to build more cottages. You'll get more gold, but your gap between max.
space of pop and your pop will increase. If you want the gap to close lower your taxes.

My best advice would be. Keep a tax-rate between 25-30%. In war-times you might consider to lower your taxes because you'll get a more loyal population and the attacker will have a hard time taking over your city.
Be sure your population is stable, and build cottages when you need your pop to grow. By doing that you'll not experience any downward periods with your populationand the second after you've build a cottage your pop will grow instantly.
